Developer Fees
Mitigation fees are essential contributions from new development projects within our district. These fees are for contributing to the funding of the construction, maintenance, and expansion of school facilities and helping us accommodate the expanding educational needs of our growing community
Developer Fees/School Mitigations
School district levies the current SAB Level I fees on all qualifying new building developments within the district's boundaries. Before issuance of a building permit, you must pay any developer fees (school impact fees) directly to Del Norte Unified School District. A copy of the district's "Mitigations Intake Form" is required to be filled out and submitted with the supporting documents, to-scale floor plan and plot plan, for fees to be calculated and paid. The current rates are as follows:

Residential Construction $1.65 per square foot of assessable space of new residential construction or additions which exceeds 500 square feet.

Commercial/Industrial Construction $0.27 per square foot of any amount of chargeable covered and enclosed space of commercial/industrial construction

Agricultural, Institutional (i.e. governmental, educational, religious), Senior Housing developments, and any non-livable improvements (i.e. garages, unenclosed patios/porches, greenhouses) are exempt from fees pending review.
Developer Fees Online Portal
Del Norte Unified School District (DNUSD) is proud to partner with Facilitron to provide an easy-to-use online portal for registering and paying developer (school impact/mitigation) fees! You can now register your project and pay developer fees from anywhere. Please follow this link to use the new portal:

This new portal allows you to create and submit projects, estimate or pay fees, and conveniently pay online by credit card or ACH (electronic check). Please note that an incremental 3% platform fee is applied when paying digitally. Alternatively, DNUSD will continue to accept document submissions and check or exact cash payments during office hours; Make any checks payable to DNUSD.
For all submissions, the intake form (linked in the previous paragraph) and the floor plan(s) and the plot plan are required. All documents may be uploaded for digital submission or dropped off/mailed to the District office. In some situations, you may be required to submit physical to-scale plans to the District Office.
Submissions and fees paid will be verified by the school district staff. When paying digitally, fee adjustments may occur due to verification, showing as a refund or an additional charge, depending on the calculated square footage compared to the submitted amount. After verification, a Certificate of Compliance (COC) will be issued, providing proof of payment for the respective building department.
If you opt for a walk-in submission, you can visit our District Office located at 301 W Washington Blvd in Crescent City, CA, 95531. Our hours of operation for processing school fees are Monday through Friday, 8:30 AM to 4:30 PM. Check in at the front desk and request to see Kallie for School Mitigations.

Demolition Credits
The required proof of destruction documents and credit application must be received before fees paid can be credited to a new project. If the documents are received before the issuance of a new certificate, the credit will be applied at the time the COC is issued. If credits are requested after the certification is paid in full, credits may be applied to future builds and improvements with that parcel number.
Developer fees were assessed on new construction built after January 1, 1987 (Government Code § 65995 (c)(3)). Any structure built prior to January 1, 1987, does not qualify for a demolition credit and developer fees will be due on any new construction.
Refunds
Developer fees can be refunded due to a plan change that reduces square footage after payment was made, a project was abandoned (or expired permit), or an incorrect fee was charged. Please use the Application for Refund form for submission.
Protest Process
If for any reason you believe you were unreasonably denied a refund or demolition credit, or you disagree with the school fees you were charged, initiate the protest process by contacting devfees@dnusd.org.
Government Code section 65995 and California Education Code section 17620 allows school districts to levy fees on residential or commercial/industrial construction projects within a school district's boundaries The State Allocation Board (SAB) may set the per-square-foot Level I school impact fees (a.k.a. "developer fees") up to every two years at its January meeting on even years (2022, 2024, 2026, etc). Alternative School Fees (a.k.a. Level II or Level III fees) may also be collected by districts meeting certain requirements.
